The central idea

Innovation is often described as creativity, exploration and experimentation. In practice, much of innovation involves making decisions that are rarely straightforward. Teams balance priorities, manage uncertainty, weigh evidence, consider stakeholder expectations and decide which opportunities to pursue. There may be no single correct answer—only competing forces that each carry merit and influence. The 5E Design Thinking Framework treats these tensions as a natural and valuable source of learning, reflection and informed decision-making. The quality of innovation often depends not on eliminating tension, but on understanding and navigating it.

Opposing forces

Innovation happens between competing perspectives.

We want creativity, but we also need practicality. We want bold thinking, but we must manage risk. We want to understand people deeply, but often work within limited time and resources. We want evidence before deciding, yet cannot wait indefinitely for perfect information. These tensions influence priorities, resource allocation, stakeholder expectations and strategic choices in every project and organisation. The framework makes these forces visible so they can be discussed openly and managed deliberately. When people understand what is shaping their decisions, they are better equipped to navigate complexity and make thoughtful choices.

Meaningful decisions

Tensions are not problems.

A common misconception is that tension indicates something is wrong. In reality, tension often indicates that an important decision is being considered. Tension between creativity and feasibility means a team is exploring innovation. Tension between evidence and action means it is balancing learning and progress. Tension between stakeholder needs and organisational priorities means it is considering multiple perspectives. These are not signs of failure. Innovation often emerges because people are willing to work productively within uncertainty and contradiction.

Stage 01 · Engage

Understanding versus assumption.

Engage challenges people to slow down and genuinely understand those affected by an issue or opportunity. Yet individuals enter projects with existing beliefs, experience and assumptions. The key tension is between what we think we know and what stakeholders actually experience. Strong engagement requires practitioners to suspend assumptions and remain open to learning.

  • Breadth versus depth · Teams must decide whether to engage with many stakeholders or explore fewer perspectives in greater depth.
  • Both approaches provide value, and the balance influences the quality and richness of the insights gathered.

Stage 02 · Evaluate

Complexity versus clarity.

Real-world challenges are messy and interconnected, yet teams need enough clarity to establish direction and focus. Evaluate balances respect for complexity with the need for actionable understanding. Oversimplification may hide important insight, while overcomplication can hinder decision-making.

  • Evidence versus interpretation · Data rarely speaks for itself, and different people may interpret the same information differently.
  • Evaluation requires thoughtful judgement about what evidence means and how it should influence the project.

Stage 03 · Explore

Creativity versus practicality.

Innovation depends upon imaginative thinking, yet promising ideas must ultimately operate within practical constraints. Teams continually consider what is possible, what is realistic and what is worth pursuing. The tension between creativity and practicality often produces the strongest innovations.

  • Divergence versus focus · Exploration encourages multiple possibilities, but innovation cannot pursue every idea simultaneously.
  • The challenge is to remain open long enough to discover opportunity while maintaining enough focus to make progress.

Stage 04 · Expand

Ambition versus feasibility.

As ideas become tangible, teams encounter tension between what they hope to achieve and what can realistically be delivered. Prototypes and experiments make this tension visible. Constraints become opportunities for learning and refinement rather than barriers.

  • Speed versus learning · Rapid experimentation accelerates feedback, yet some learning requires time, observation and reflection.
  • Teams must decide how quickly to move while ensuring that meaningful evidence is gathered.

Stage 05 · Execute

Innovation versus risk.

Every implementation carries uncertainty. Organisations must decide how much change they are willing to embrace and how much risk they can tolerate. Innovation often requires moving beyond existing practice while still protecting people, resources and organisational objectives.

  • Short-term outcomes versus long-term impact · Projects face pressure to demonstrate immediate results, while meaningful innovation often creates value over longer periods.
  • Execution requires balancing quick wins with sustainable impact.

Decision-making

Tensions influence every decision.

Decisions rarely arise from certainty. They emerge through careful navigation of competing considerations: whether more stakeholder insight is needed, whether the problem is framed appropriately, whether enough possibilities have been explored, whether the evidence is sufficient and whether implementation should begin. Decision-making is not simply a rational process of selecting the best option. It is an ongoing act of balancing priorities, evolving evidence and changing circumstances.

Inquiry

From tension to learning.

The presence of tension often signals an opportunity for learning. Disagreement may reveal perspectives worth exploring. Conflicting evidence may require further investigation. A desirable but difficult solution may uncover new possibilities through experimentation. Rather than seeking certainty too early, the framework uses tension as a source of inquiry and a catalyst for deeper understanding and stronger outcomes.

Better judgement

The purpose is not to eliminate complexity.

Innovation requires decisions where information is incomplete, conditions change and stakeholders have differing needs. Making tensions visible helps practitioners become more conscious of the forces influencing those decisions. They become better equipped to balance opportunity and constraint, creativity and feasibility, evidence and action—and to make thoughtful decisions that create meaningful value. Innovation does not occur despite tension. In many cases, innovation occurs because of it.
